Establishing national capacity to deliver health improvement

The team led an EU-funded programme which helped to establish the initial centre for health promotion in Estonia.

This was established through needs assessment, training, establishing plans for the development of a new institutiton with appropriate linkages to the Ministry and funding streams for health promotion.

A second programme focused on developing capacity within municipalities to deliver health promotion, by engaging across policy areas to tackle those issues which promote health, with a particular focus on the municipal leaders. Partnership links were established with the North West region of England to take forward the work.
